The Minister of Health has decided to implement measures of national importance for millions of Romanians throughout the country, and this is because we are talking about one of the very important changes for the medical system in Romania, with the idea of raising it to European standards.
The Minister of Health talks below about the way in which the draft normative act will be implemented on the basis of which ANDIS is created, and thanks to these provisions we will know in advance what will happen to this institution whose purpose is to watch over the improvement the medical system.
"According to the provisions of art. 26 para. (1) of the Emergency Ordinance, within 10 days from the date of entry into force of the Government decision approving the Methodological Norms for applying the provisions of the Emergency Ordinance:
"a) ANDIS takes over the activities of preparation, implementation and completion of the investment objectives/projects of considerable importance in the health infrastructure regarding the realization of the regional emergency hospitals in Iaşi, Cluj and Craiova and the ongoing awarding procedures, the related technical assistance activities them and any other related activities directly related to these projects, as well as the corresponding attributions within the Ministry of Health's own apparatus;
b) ANDIS is subrogated to the rights and obligations of the Ministry of Health resulting from the contracts and other legal acts concluded in connection with the investment objectives/projects from letter a), including the non-refundable financing and technical assistance contracts concluded in connection with them, with the exception of the financing contracts between Romania and the European Investment Bank to support the construction of the regional emergency hospitals in Iasi, Cluj and Craiova, respectively with the exception of the financing contracts between the Ministry of Development, Public Works and Administration and the Ministry of Health no. 5.046/31.12.2019 related to the project SMIS code 133903, no. 5.305/5.05.2020, related to the project SMIS code 134195, no. 5.441/30.04.2020 related to the project SMIS code 134201, until the final regulation of the financing conditions."
According to the provisions of art. 26 para. (2) of the Emergency Ordinance: "(2) Within 10 days from the entry into force of the Government decision provided for in art. 27 ANDIS concludes with the Ministry of Health the handover protocol regarding the activities and attributions of the Ministry of Health provided for in paragraph (1) lit. a), the patrimony related to these activities and attributions, established on the basis of the financial statements drawn up according to the provisions of art. 28 para. (11) from the Accounting Law no. 82/1991, republished, with subsequent amendments and additions, as well as the financing related to the activities provided for in para. (1) lit. a) taken over from the Ministry of Health, under the law."
