The legislative proposal aims to regulate the integration of hydrogen from renewable sources and with low carbon emissions in the industry and transport sectors. The legislative proposal establishes obligations for fuel suppliers to ensure fuels from renewable sources and the minimum percentages of hydrogen from renewable sources in the fuel used in Romania.

It also establishes obligations for industrial hydrogen consumers to obtain hydrogen from renewable sources and minimum percentages of hydrogen to be used in the industrial process in the short and medium term. At the same time, the legislative proposal establishes procedures for calculating the percentage quotas provided for in the law, additional tasks for ANRE in issuing certificates for the supply of hydrogen from renewable sources and verifying compliance with the obligations to use hydrogen from renewable sources by the actors covered by this normative act.
