Marius Budai, PSD Minister of Labor, made a series of very important last-minute announcements, which target millions of Romanians from the whole country, and this is because the decision regarding Emergency Ordinance 53/2023, related to the note, is being brought to everyone's attention substantiation, and what is provided in the document.
Marius Budai explains that in this GEO it was not possible to foresee what will happen in a future law, but also that it is also countersigned by other ministers, separately being given various details regarding the future legislation, which the Government is preparing to regulate salaries in the state system.
"A normative act is divided into two. We have the Ordinance and we have the Memorandum. In the ordinance, the salary rights that come into force starting from June are provided, in the substantiation note the foundations are provided, the principle of the foundations from which we start in the discussions regarding the new law on wages.
The substantiation note is signed by two co-initiating ministers, the Minister of Labor and the Minister of Education, by a deputy prime minister, i.e. Sorin Grindeanu, and by two other approving ministers, Finance and Justice. To conclude, I say that we are extremely determined and we respectfully assure the teaching staff that everything that was discussed with us has happened and will continue to happen.
We are talking about a principle that will be in a future law. We don't make a law to say we obey another law. The memorandum is signed by four ministers and a deputy prime minister. They are the four essential ministers for the next wage law. We are talking about the Ministry of Labour, the Ministry of Education, the Ministry of Finance and the Ministry of Justice.
And above them a signature of the deputy prime minister. The substantiation note is an official document of the Government! It is, as requested, an official Government document! In the Emergency Ordinance the salary rights are provided, in the substantiation note is the foundation of the Emergency Ordinance which also provides the foundation of the discussions on the salary law and the principle from which we start in the salary law requested by the teacher.
Everyone we have talked to so far recommended us and told us that we cannot say in one law what we must respect in another law. But we can in the explanatory note. Because we, with this Emergency Ordinance, have modified the current wage law. So, in the substantiation note, because we are talking about salary, we can put the principle to which we commit by signature, by official document."
