The Minister of Education has officially announced an Emergency Ordinance, which he wants to adopt in the next period for students in the education system, Ligia Deca saying that it is necessary for changes related to the granting of scholarships, increased security, but also audio surveillance - video of the didactic activity.
The Minister of Education speaks officially below about what these changes entail, but also about new provisions regarding the incompatibility of teaching staff, a problem that many schools have faced, but which would be solved after the adoption of this new act of the Government Romania.
"We launched in public consultation the draft Emergency Ordinance for the amendment and completion of the Pre-University Education Law no. 198/2023 and the Higher Education Law no. 199/2023. The main changes concern: the granting of scholarships in pre-university education; increasing safety in pre-university education units: schools will be able to decide on audio-video surveillance of teaching activities, depending on the particularities of the community.
The introduction of the provision according to which, if a teacher is investigated for acts that constitute crimes incompatible with the teaching function, during the criminal investigation, he will not carry out teaching activities with the primary beneficiaries; the introduction of the provision according to which scholarships to Romanians everywhere are granted throughout the calendar year, including during the summer vacation. Also, the beneficiaries of these scholarships can receive a performance scholarship or a special scholarship under the same conditions as Romanian students.
Considering the fact that the best interest of the student implies adapting the legal framework to social reality so as to ensure an environment safe and healthy educational, in this way the steps undertaken by educational units will be able to lead to prevention and reduction activities and behaviors that infringe or favor the infringement the norms of morality/conduct, in any form of manifestation, both as verbal, physical, psychological violence - bullying.
Considering the fact that in many situations the intervention of the authorities is carried out after the consummation of acts of verbal, physical violence, psychological - bullying, many of which are not noticed by the people injured and have a negative impact on the harmonious development of the direct beneficiary, it is necessary to strengthen the prevention measures a them, to ensure a safe and healthy educational environment.
Bearing in mind that taking regulatory action a audio-video surveillance in the school space is an urgent measure and necessary, the adoption of this emergency ordinance is required. Considering the fact that in order to have continuity in education children with special educational needs they must be schooled in special education units, respectively enrolled in the preparatory class, after completion of the special preschool education level."
