iOS 12 presented today a very gloomy scenario for the year 2018, the Apple company renouncing many major functions prepared for iPhone and iPad users, preferring to focus on performance and stability. Of course, for developers the change will be a huge one, but I don't know how much it will matter for ordinary people this is because iOS 12 would have universal applications for iPhone and iPad in the AppStore anyway, the inclusion of the Mac being insignificant for many.

iOS 12 with this platform would benefit perhaps 10% of Apple's entire customer base, so releasing it instead of other more important changes might still be a bad idea. Of course, Apple knows better what it has to do with its operating system, so it will be interesting to see what exactly we will have available in iOS 12, and we could find out more details sometime in the spring, when it will be decided what will be offered at the end.
