More precisely, those from Apple want to turn iPhones into devices that are able to contribute to saving people's lives even if they don't have a GSM signal to make a phone call to ask for help, if needed.
Apple thought of a system called Emergency Power Save Mode (EPSM), with the ability to allow iPhones to issue emergency signals to the authorities when users are in areas without GSM coverage. Everything is based on situations where people are involved in accidents and cannot use the phones to ask for help from the authorities, either because they are unconscious or very seriously injured, and the idea itself is good.

Based on Apple's description of the system, it could use GSM, Wi-Fi, radio signals, or alert other devices nearby that a person needs help. Plenty of iPhone users have praised Siri for helping them save their lives by initiating an emergency call using a simple voice command, but when you have no signal you can't really do that.
“For example, a user in a remote rural location may not be at an effective communication distance from other UEs or base stations capable of receiving the emergency indicator. As such, it may be desirable for the EU to be able to transmit emergency beacons over an extended period of time to increase the probability of successful reception of the transmission."
The solution found by Apple for this problem is absolutely not a simple one, but even so, the idea itself is worth considering, and if it can save lives, it could become a standard in the industry. Those at Apple want to fix this, to turn this very good idea into a standard for the entire industry of mobile phone manufacturers, but of course this will not be so easy to achieve, but hope dies last.
