iOS 12.3.1 increased to 200 MB the maximum size limit of an application that can be installed, or updated, using a mobile Internet connection on the iPhone. Starting with iOS 13, this limit is removed by the Apple company, so that applications will be able to be installed regardless of their size, even with a mobile Internet connection.

The limit is not removed automatically by iOS 13, users have to disable it manually, but even offering this option is a step in the right direction. Of course, it is not advisable to disable this limit except in specific cases, if you have important applications to install/update, because some games, for example, can be over 1 GB in size.
