The decision comes approximately two weeks after the iOS 11.3.1 was released publicly by the Apple company, the normal time period for changes of this kind.

iOS 11.3.1 is currently the only public version of iOS 11 that can be installed by users, any other version can only be installed by those with jailbreaks, or SHSHs.
